Who is considered an illegal contractor?
It is illegal for an unlicensed person to perform contracting work on any project valued at $600 or more in labor and materials. Besides being illegal, unlicensed contractors lack accountability and have a high rate of involvement in construction scams. They are also unfair competition for licensed contractors who operate with bonds, insurance and other responsible business practices.
Anyone performing construction work in California that totals $600 dollars or more in labor and materials must be licensed by CSLB.
All contractor advertisements, whether it be an ad on Craigslist, ad in the phone book, ad in the newspaper, a flyer that shows up at your front door, or the company's name on the side of a truck, must have the contractor's 6 digit state license number posted. IT IS THE LAW! If you don't see a 6 digit license number posted, that person is not a licensed contractor. Don't call, many on Craigslist use FAKE, EXPIRED license numbers or steal one from a legitimate contractor. This is why it is so important to check everything.
Always check all license numbers at the California State License Board web site.
Licensed contractors must demonstrate at least 4 years of experience/education in the trade for which they are licensed, be fingerprinted, have an FBI background check, and be bonded.
Know that who you are hiring is not a criminal or felon with a record. All state licensed contractors must furnish a full set of fingerprints for purposes of the board conducting a criminal history record check. The fingerprints will be used to allow the California Department of Justice and the Federal Bureau of Investigation to provide criminal history to the Board.
